linking to Encarta from HTML

A colleague wants patrons to be able to access Encarta from a webpac's local
CD-ROM drive.  However, IE5 is the shell for the webpac, and no desktop
access to drives is allowed.  If you try just setting up an HTML link to the
CD, you get the run-here-or-save-to-disk message every time you click on it.
Is there a way to circumvent the message and fire off Encarta from a link on
a page?  Thanks in advance.
