Web4Lib: credit card purchases in Arkansas?

Are there any libraries in the state of Arkansas that are allowed to 
purchase materials over the Internet using a credit card?
Please respond directly to me, off list.  I'm trying to justify this to 
The Powers That Be, using examples.  Thanks!
