The State of Idaho LiLI-Z project has such a system under development.
It is a web interface to multiple Z39.50 catalogs in the state,
region, and elsewhere. We plan to be somewhat selective and not try to
provide links to the full complement of Z39 servers in the world. The
alpha version of it is up now, and I'd share the URL with a few people
individually, but will not yet post it publicly.

Blue Angel is the contractor doing the work.  (www.blueangeltech.com)
The site includes some demos, but none that are exactly like what you
want or we are doing.  Currently the alpha is running on their server,
but the final product will run on the server at www.lili.org (housed
in our library at Boise State).
