It is a known problem within the Mozilla builds:

It is currently being worked on. The latest difficulty is that the
Proxy Autoconfig file was given too much power by the browser, so they
are developing a JavaScript "sandbox" that will limit what the
JavaScript within a PAC file can do (yet not limit the functionality of
the Proxy Autoconfig file).
