Random text link banner?

Does anyone know of a way to generate a random text link (not an animated 
GIF) that would be selected from a defined list that would change each time 
a page is loaded?

For an example of what I'm thinking, see the Hardin Meta Directory:
http://www.lib.uiowa.edu/hardin/md/index.html
There's a yellow table toward the top that has a link called "Google: Peer 
review popularity."  I simply want to have this link change to a random 
link from a defined list each time the page loads.
