This is actually fairly standard in most, if not all, states.
However, many libraries choose to get their own domain name, and
others are forced into the structure of their parent organization or
government.  And, as pointed out by others, the chances of .lib or
.bibl being adopted as a top level domain is minimal, if not zero.
