[WEB4LIB] internet access and games

We allow patrons to play Internet based games, chat, use e-mail, etc.
However, we don't allow them to install software or browser plug-ins.
Whatever they do must be pretty much net based in it's entirety.  We do
impose a time limit of 1 hour if there's anyone waiting to use a computer,
and there usually is.  We haven't had any problems related to games.
