Major Duties: Serves as a member of a team of librarians in the Langley
Research Center Technical Library in the Office of Chief Information Officer.
This specialized aerospace research library serves NASA Langley Research
Center, its contractors, and other NASA installations supporting researchers
in aerodynamics and aerothermodynamics, structures and materials, airborne
systems, atmospheric science, and systems analysis. As a Library team member,
the incumbent contributes in one or more of the following library areas:
collection development, document management, information access, reference,
outreach, and library administration. Strong skills are required in
information access, reference, and outreach as well as library systems
development and management. Serves as library systems manager, responsible for
implementation, and support of the networked library systems used to create,
collect, organize, store, retrieve, and disseminate information. Serves as
liaison between the systems support and library functions for systems
projects. The incumbent analyzes automation needs of library patrons and staff
and applies knowledge of emerging technologies to develop recommendations for
library systems to meet the information needs of the Langley research
community. Drafts specifications for new systems and applications, coordinates
and conducts systems training, analyzes library procedures, recommends and
promotes library automation. Participates in library-wide planning teams,
collaborates with individuals throughout the library, and assists in
development projects such as document scanning projects, digital library
development, or integrated on-line access to internal and external
information. Serves as a subject specialist in computer science and
information technology. Performs Library research in highly specialized
technical disciplines (such as software engineering, control systems, computer
engineering, electronics) by analyzing user requests to determine the most
effective retrieval method, performing searches, and evaluating search results
to ensure adequacy and relevance. Uses specialized information sources, such
as DIALOG, STN, WWW, First Search, DTIC DROLS, to produce in-depth
bibliographic analyses and reports on specific subjects and compile
information packages for users. Establishes ongoing interfaces with
researchers in the subject specialty. Uses knowledge of the mission of the
Center to ensure that the library collection supports the Center information
needs in the computer science and information technology subject specialty.
Responsibilities include marketing the library resources to maximize their use
by the research staff. Provides guidance and orientation in the use of Library
resources to users pursuing their own library research. Participates in
library outreach programs such as training, tours, and current awareness.
Qualifications Required:
Applicants must possess the type and quantity of education, experience, or
equivalent combinations of both as described below.
BASIC REQUIREMENTS: Completion of 1 full academic year of graduate study in
library science in an accredited college or university, in addition to
completion of all work required for a bachelor's degree; OR Completion of all
the requirements for a '5th-year' bachelor's degree in library science and at
least 1 year of library experience that included the performance of duties in
one or more functional areas of librarianship; OR A total of at least 5 years
of a combination of college-level education, training, and/or experience. To
qualify on this basis, the applicant must establish conclusively that the
education, training, and/or experience provided a knowledge and understanding
of the theories, principles, and techniques of professional librarianship; a
knowledge of literature resources; and the knowledge and abilities essential
for providing effective library services.
SPECIALIZED EXPERIENCE: For GS-9; A. Completion of all the requirements for
a master's degree or 2 full academic years of graduate study in library
science, in an accredited college or university; OR B. In addition to meeting
the basic requirements, one of the following: 1. One year of professional
experience in librarianship that included the performance, supervision, or
administration of one or more major functional areas of librarianship (i.e.,
selection, acquisition, cataloging and classification of materials,
bibliographic and readers' advisory services, reference and literature
searching services, library management, systems planning, or development and
strengthening of library services). Some positions are highly specialized in
one functional area, and may require that the advanced experience be in the
appropriate function; or 2. One year of professional or advanced experience in
the subject matter or language that provided the applicant with the
professional technical,
language, or other specialized knowledge and abilities required by the
particular position. Such experience may have been gained as a specialized
librarian; or as a subject specialist, professor or teacher, translator,
technical writer or editor, literature searcher, indexer, or abstractor, etc.
in the particular subject-matter and/or language area; or 3. Completion of
all the requirements for a master's degree or 2 full academic years of
graduate education in a subject-matter field that is especially applicable and
that provided knowledge required to perform the duties of the position.
For GS-11; A. In addition to meeting the basic requirements or the
educational
requirements described at GS-9, applicants must have had either 1 year of
professional experience in librarianship or experience in a subject-matter or
language area appropriate to the position equivalent
to at least GS-9; OR
B. Completion of all the requirements for a doctoral degree (or equivalent) or
3 full academic years of graduate education in library science; OR C. In
addition to meeting the basic requirements, applicants must have completed all
the requirements for a doctoral degree (Ph.D. or equivalent); or 3 full
academic years of graduate education in a subject matter or language area
appropriate to the
position.
EDUCATIONAL AND EXPERIENCE SUBSTITUTIONS: Refer to OPM's Qualifications
Standards Manual for General Schedule positions which is available in the
Personnel Management Branch, Office of Human Resources.
FOREIGN EDUCATION: To receive credit for education completed outside the
U.S., you must show proof the education has been submitted to a private
organization specializing in interpretation of foreign education and such
education has been deemed at least equivalent to that gained in conventional
U.S. education programs.
Knowledges, Skills and Abilities Required:
The following selective placement factor is mandatory. Applicants who do not

1. Experience in information systems development and management.
The following knowledge, skills, and abilities will be used to evaluate the
quality of applicant's qualifications for this position. KSAs identified with
an asterisk (*) will receive double weight in the evaluation process. In
order to receive full credit for your experience and education, you should
address each KSA individually. You may use a plain sheet of paper for this
purpose. You are encouraged to provide work examples for each factor to
demonstrate possession of the knowledge, skills, and abilities.
*1. Ability to apply emerging digital library/info access technologies,
particularly WWW technologies, to collect, organize, store, retrieve, and
disseminate information.
2. Knowledge of information system and design processes, including
requirements analysis, system design, system development, configuration
management, operations, and maintenance.
*3. Ability to research and perform reference services using print and
electronic resources in a specialized aerospace research library.
4. Ability to design, plan, and implement an outreach program to promote use
of library services.
5. Ability to team with library patrons, IT professionals, and librarians in
accomplishing goals.
Basis of Rating:

Pay, Benefits and Work Schedule:
This is a permanent, career-conditional appointment. Selectee will be
eligible for health and life insurance, annual (vacation) and sick leave and
will be covered under the Federal Employees Retirement System.
This position will be filled on a full-time permanent basis. Upon completing
any required probationary period, the position will be permanent.
Conditions of Employment:
A background security investigation will be required for all new hires.
Appointment will be subject to the applicant's successful completion of a
background security investigation and favorable adjudication. Failure to
successfully meet these requirements will be grounds for termination.
This position requires completion of a one year probationary period.
