Hotbar.com

We are having a problem with patrons installing Hotbar.com on our public
PCs. We have IE5 locked down, but HotBar still installs itself. The next
time someone logs into that PC, IE flashes on the screen and then closes.
The patron complains, staff call us, and we uninstall it.
HotBar appears to be using Javascript and ActiveX controls to install
itself. We can prevent this from happening by setting file permissions to
read only in c:\winnt\java\packages. However, if we do that, our patrons
won't be able to use Yahoo chat and games. (This wouldn't break my heart,
but our staff in the buildings want to support this.)
Does anyone know of a way to disable software like Hotbar.com from
installing itself without disabling the Yahoo games and chat?
Thanks, Donna
