At Ease 3.03?

I've been using At Ease 3.03 to manage my PM7500 MacOS 8.6 desktops with

great success. It's cheap and stable.  However, I want to add more but
Apple tells me they've discontinued it; apparently it's only available
as
part of the MacOS server package.

Could someone recommend a  product similar to At Ease that would limit
users to only those items shown on the menu?  I particularly want to
keep them out of Finder and Chooser.

Better yet, I'd like to find a way to buy more licenses.
