Hi Prentiss. I looked at the site and code.  Don't know if this will help
any, but if your Public Affairs group wanted something similar, Adobe has
another product, ImageReady, that does essentially what you are
describing--it slices an image into components, then automajically
generates the html and the javascript for the rollover.  

As to bloat, I don't know whether ImageReady does so.  I'm just beginning
with it. As of Adobe Photoshop 5.5 release it comes bundled in as part of
the software.  The few times I've messed with it, it didn't generate
anything nearly as long as the code on the page you referred us to.  That
one is scary.
