Policy Editing in NT

Hello All:
Please correct me if I'm wrong...Feel free to step in before I.....

To set up policy editing on multiple NT Workstations and administer them
remotely you must use an NT Server. Correct? In other words, it would not
be possible to have all NT Workstations and use system policy editing to
configure a user group without an NT Server, correct or incorrect.

I hope that I have made sense here, and thanks to all you respond!
