[WEB4LIB] What coding to you use to open a new browswer window from a link

TARGET=_blank
can be put in the link's tag, or, to open all links from that page in a new
window, put the code in a base tag in the head.  I suggest Elizabeth
Castro's "HTML for the World Wide Web" as a well-indexed handbook.
