[WEB4LIB] Work-around for launching batch files in IE 5

Charles, the way to get current versions of IE to run W3Launch is to run
Windows or NT Explorer, select View|Options and select File Types. You can
then associate the w3l extension with the W3Launch executable. Let me know
if you need more detailed instructions. Donna
