This isn't a comment on the University of Pittsburgh site,
but on the general question.

Under the circumstances Jeff describes, I think a "re-redesign" 
might be justified if it would add significant new functionality,
improve access to the site's content, fix known usability or
compatibility issues, or remedy a *really* antiquated look and feel.  

Otherwise, if the intent is to have users perceive the site as fresh
and relevant, perhaps the effort would be better spent in making sure
they always see fresh and relevant material (e.g., news items, photos,
tips, featured links), especially on the main entrance page.
