I just found the same problem in Netscape 4.7 this morning, and it also
caused a lesser IE problem.  It was created by the FDA site, www.fda.com.
One of our users was trying to go to
http://www.fda.gov/opacom/catalog/ots_acne.html, 
but because of a typo (opacom instead of opacam) they should have gotten
the fda's 404 error.  Instead Netscape couldn't display anything, and
whatever code it was trying to run inactivated all the hyperlinks the user
tried until the computer was restarted.  IE5 also had a problem with the
code, but was able to display the following message:
"The file you have requested may not have been installed during setup. To
install this file, please run Setup again and choose the appropriate
documentation option. This documentation may not be available on some
operating systems."
so it did manage to handle the problem better.

Perhaps the FDA's work in bioengineering is includes computer virii :).
