Two unrelated questions. I've searched the archives without success. 

1. My library has a collection of circulating art. To publicize this
collection, we'd like to add photographs of the pieces to our website, with
a short description of each piece. I think the majority of the pieces are
by local artists. What permissions do we need to obtain? Should we simply
write a disclaimer asking browsers to not steal the photos? Should we
forget the whole idea?

2. I've been looking for a magic number that will explain how many
computers (pcs, not catalogs) per capita are ideal for a public library.
This question shows up in the archives for 1996, but no answer was given.
Citations to articles on the topic would be great.
