passing data

I have been asked to create a web page that will display the town council
agenda.  Each item would link to a form such as the one at:
	http://www.wethersfieldlibrary.org/agendaform.html
They want the link to carry over the agenda item 'title' and place it into
the subject box of the form.  My original idea as to have a drop down box
so they could select the item the user would want from that box.

Is it possible to pass a variable to the form page and then place it in the
form field?  Does anyone have any examples of a web page doing that?
