A similar solution that might reap greater rewards while at the same time
being moderate in cost is to inquire at a local design school.  There the
students are most likely working on web sites as class work.  Also, more
likely than not, they'll have a certain exposure to what passes for good
design on the web already.  Generally, it's best to go through the school's
director or head administrator.  This is the kind of thing they welcome.
