Proxy Servers

At Timberland, we have some public access workstations where we have
used proxy lists to restrict access to the Internet. (We're not filtering,
but we want to reserve some public PCs for our reference databases.) As we
are currently still running on Netscape 3.X, we generate netscape.lck
files with the proxy list and copy that file to the local drives on the
appropriate PC. Updating these lists gets very labor intensive, especially
since we have 28 buildings. 

Would a proxy server allow me to administer proxy lists from a central
location? If so, what proxy servers are other libraries using?
