[WEB4LIB] policing Internet usage

Some of the security packages allow you to set time limits for each
terminal.  Full Control is one of these.  I have never tried this feature
myself, but it might be worth considering in your situation.  The one
drawback I can think of, is do you really want to strictly enforce the
time limit during your slow times of the day?
