I did some more reading and discovered why a search on the phrase web
security returns Social Security Administration as the top hit.  Web is a
stop word.  Stop words and be include by doing this: +web security

Even better is: "+web security"

The quotes look for the exact phrase.  The top [page in this search was:

"Security World Wide Web Sites" that lists pages dealing with web security
issues .

Well designed and well thought out.  Only limitations is that it only
Boolean is "AND" only.
