We have a staff Intranet. It has a phone list, library policies and
procedure manuals, committee minutes, a bunch of human resources forms, etc.

You have a good start - put up the techie stuff so they can fix minor
problems without you. Hopefully, that info will free you up even when you
ARE available :-)

Are there any paper forms that are frequently used? Any minutes or other
info that staff need, but the public doesn't? Those are all good candidates
for a staff intranet.
