unless there is a ton of traffic to a particular content area/page, or some
machine-generated html is especially slow to load, `web page optimization' may
be wasted time.

never heard of outsourcing straight html content for cleanup, although i've seen
it meticulously hand-optimized for ultra-high bandwidth pages where the page
size affected the ISP bill.
