Fraud using public library computers

Hello all.
I was wondering if you had read any studies on the growth of fraud
accessing the Internet through the use of public computers. What I am most
interested in is the use of computers, via the Public Libraries, to commit
fraud with the use of stolen credit cards. Criminals can steal credit card
numbers in the normal manner, however instead of taking the exposure in
purchasing the items in person, they can use the net. The packages can be
shipped to address the offenders already know are safe drops. The
merchandise is then pawned in the normal manner.
In short, has anyone been involved in this sort of crime in their own
library, or has read any material on this whatsoever?
