Using proxies with Netscape 4.08 Standalone

I have successfully used proxies in Netscape 4.05 to keep people confined
to a few databases such as EBSCOhost, Galenet, etc.  I just upgraded to
netscape 4.08, because that was listed as a Y2K compatible version of
Netscape.

With the new version of Netscape, I cannot seem to make a connection to
Ebsco version 3.  No matter what I put into the acceptable addresses, I am
not allowed to connect.

Version 4.05 of Netscape gave me no problem.

Has anyone else encountered this problem?
