IE4 required

When I was filling out the e-rate application earlier this year, I found
that I could not do it online if I did not have IE4 on my machine.
Since I do not, I did not fill it out online.  Now I am seeing various
WebPACs (i.e. Ameritech) requiring IE4 or Netscape 4.03 or better in
able to run.

What is the deal here?  Why is there no support for older browsers for
such applications?
