CSS or DHTML?

Looking to the future, I am teaching myself or trying to teach myself CSS
and DHTML. I would like to create a webpage for the library that when you
pass the mouse over a string of text the page display related text. Here is
an example. I would have a line of text that says "Databases". When the
mouse is passed over that text I would like to see a list of links to all of
our databases appear on the screen without loading another page and without
using frames. Seems to me that JavaScript combined with CSS should be able
to do this. I know how to do this using mouse rollovers for images combined
with client side mapping. That is too slow because of the time it takes to
down load images. Are there any examples out there? This would be used in
conjunction with a browser detector script to ensure appropriate access for
all users.
