[WEB4LIB] Problems with MSIE 4.01

This was a bug in how that version displayed graphics on some cards.  The
background isn't actually covering stuff, it is just not displaying the
graphics completely.  Solution: upgrade to IE 5.0.  I have not had this
problem since the upgrade.
