Website connection problem

This may be an old topic  but I see more of it all the time.  When I try to connect to a web site, I get the response "/index.cgi" on my screen and no web site page.  I'm not sure what causes this or whether I should even worry about it other then I'd like to know if the problem is at my end as opposed to the website. If this is an archived question with solutions , just point me in the right direction.
