[WEB4LIB] read-only bookmarks

I have made 4 files  read only on our public access machines.
bookmark.htm, prefs.js, netscape.hst, and cookies.txt.  These actions
protect privacy as well as the machines.  This is with Netscape 4.0x
standalone.
