If manually editing MSDOS.SYS doesn't seem to work, you could  get a
copy of  the Microsoft TWEAKUI Control Panel app, and from the BOOT tab
change Scandisk to autorun never. You can use TWEAKUI to alter many
other Windows appearance and behavior features. Its available from many
sites, including http://hotfiles.zdnet.com
