it looks great.

to have a good balance of usable/maintainable, why not include the
navigation menu(s) from a centrally maintained nav file (html,
javascript, or both.) - users see a seamless html page. the web
developers hack one nav file, and any changes to that nav file propogate
throughout the site instantly.

your web server should support a form of server-side include that can
seamlessly embed the navigation content into each page on the fly.
that's how the navigation header atop each page of the san diego zoo
site is handled, it works great with no visible increase in server load.
