University of Phoenix/"distance" library & a gedanken experiment

Rather than reply to any and everyone who wants to argue that the physical
place or book must exist, completely ignoring that the bit is actually
physical, can you imagine a student who studies at a distance completely
relying on online resources to learn and having a deep learning
experience?

A blind person with a text to speech set up tapped into Project Gutenberg
and the web? The type of child Papert talks about in 'The Children's
Machine? 

If you can imagine that such a person could exist and learn deeply than
that person(s) either exists or will exist. How do you support them?
Anyone want the challenge? Sounds like fun to me.
