Theft policy

I realize this is not a direct library issue, but I would appreciate
your assistance.  I have been asked to write a theft policy for the City
of Wylie.  Do any of you have theft policies as part of personnel
regulations or perhaps a code of conduct for your City?  If you could
let me know via email, and fax samples to me I would appreciate it.
