How to edit 32-bit versiont of Netscape?

We use WinSelect and have found it to offer very effective control
over access to menu options.
It's not an editing package, in that it does not permanently disable
options. Any menu option can be rendered inactive while WinSelect
is running. The program can be quickly disabled to restore full
functionality to Netscape.
