Scroll bars going wacko?

I've seen this on a couple machines -- typically older, slower Pentiums --
at a place where I've been doing some contract work.  Our leading theory --
unproven at this point -- is that it has something to do with outdated video
drivers that gag on the graphical demands of the 4.X browsers and Office 97
apps.  You may want to check the Web site of your PC and/or video card
vendor and see if there are updated drivers available for download.
