Need for a new list?

I have gotten 20 personal messages about htis idea since I sent out my
first message.  Thomas Dildine summed up the need very well:

"We should have a separate list for programming issues in
libraries.  One that could take all of the PERL, CGI, VBScript, JavaScript,
Java, W3Launch, Batch, and possibly even program and server configuration
concerns off the Web4Lib list. "

Several suggested that I set up such a list.  I don't have that capability
locally. Is there a site willing to host such a list?  Note to Roy
Tennant:  Would you be able to set up such a list?
