I'm not sure if this is or isn't your solution, but I've written a
simple webpage of search engines and removed the Netscape search from
the toolbar (Bookmarks, Edit, Personal Toolbar, Highlight Netscape,
Edit, Delete). Then under preferences I've had Netscape always startup
with my webpage (Edit, highlight Navigator, Preferences, Home
page=location of my Engine.htm file)

Using this method, I am able to provide entry way not only to general
search engines, but ones that I've found particularly useful for
psychology, education, graphics, etc.
