New list

I am not convinced that there is a need for a new list.  The proposed topics
all fall well within Web4Lib's scope, and I for one don't see a problem
interspersing technical server and authorship discussions with policy,
browser, and public workstation discussions.

*If* there is to be a new list, I can only see it remaining valuable to me
if it remains narrowly focused on the topics that have been mentioned--CGI
scripting, client-side scripting, etc.  And as good as all our intentions
may be now, I don't see that happening on an unmoderated list.  It's pretty
clear that lots of people are able to host a list--that just requires
technology and bandwidth.  But would anyone volunteer to moderate?  That
takes person-hours.  Just ask Roy what's involved in being W4L's listowner,
and that doesn't even include moderation.
