I've seen this happen after a patron or staff member
exits Netscape and tries to start it up shortly thereafter
(usually in a few seconds).  Netscape takes a while to
exit/deallocate its resources, moreso it seems if you have
your memory cache set above 1MB.  The remedy has been
to wait about 15 - 20 seconds after Netscape exits to try
starting it back up again.  Of course, if NN crashes that
can lead to other problems and rebooting may be the
only solution in that situtation.
