The design or a page renders it unique (hopefully) and there are many contests held each year on what is the best of the best.  The SoftQuad contest held each year compares literally hundreds of thousands of sites which adhere to the full HTML implementation rules (DTD), have a meaningful existance, are easy to navigate and are visually appealing.  http://www.sq.com/ has both their list of Hot User Sites and their Metal Workers Guild.

HTML Writers Guild also tries to define what is quality. HWG also does a lot in this area.  http://www.hwg.org/ can get you started.
