CLEARING THE LOCATION BOX IN NAVIGATOR

I was wondering if someone with some understanding of the inner-working
of Navigator could answer this question.

In version 3.x, the netscape.ini file serves a very similar function to
the prefs.js file, maintaining preferences, etc.  In version 4.x, by
setting the prefs.js file to read-only, you can keep the location box from
saving url's between sessions.  Because Navigator saves the url's to the
netscape.ini file in version 3.x, can the same goal be achieved by setting
the netscape.ini to read-only?  And what would be the potential
ramifications of this?
