Chinese interface for e-mail

Our library system's Cultural Minorities Office sends press releases and
library information to the local Chinese press.  We're in a bind, though,
because the press wants our submissions electronically, in Chinese, and we
don't have the technical capability to prepare and transmit the text in
Chinese. (Fortunately, we have the Chinese language capabilities on the staff.)

Have any of you dealt with this challenge?

I understand that it is possible to purchase and install software interface
that works within a Windows-based e-mail system.  Someone said they have seen
it in use with a service like AOL. Specific information about software
interfaces like this and how they work would be most welcome.

And a related question:  Have you incorporated Yahoo in Chinese on Web PC's
in your libraries?  Any challenges from a technical perspective?  We had a
question from one of our branches that serves a large Chinese population.
