Create a read only version of the file you want to fix that has all the
correct settings and store the read only file in a secure or hidden area
of the hard drive.  Next, in autoexec.bat you can add a line that will
copy the good file over the changed file such as

copy c:\secure\path\good.file c:\windows\win.ini /y

The /y allows overwriting of existing files without prompting.  Or for
that matter make win.ini read only unless changes are made regardless of
attributes.

   I have our default wallpaper set to a read only Netscape Wallpaper.bmp
of an image that is suppose to be the background through the policy
editor.  When a user chooses another image to be the background Netscape
crashes and they probably don't try it anymore. I found that tip on this
list a while back so someone else gets the credit for this one.
