After copying a protected version use attrib both of these lines can be put
in autoexec.bat

copy c:\secure\path\good.file c:\windows\win.ini /y
attrib c:\windows\win.ini -r -s -h +a

or you can use the policy editor and define the path for the wallpaper even
if it is on a network drive. My machines log into an ALPHA NT contains
config.pol, the policy file. The policy file tells the machines to use
drive:\path\file.bmp where drive is the drive letter, path is the
directory path to the file and file.bmp is the wallpaper file to use and
Netscape Wallpaper.BMP is a read only file on the local PC.
