Stephen Spohn suggested setting the cookies.txt file to read-only.

We've been using Fortres 101 on our public Web workstations and the default
is no writing to the hard drive.  For the past year we've been providing
Web access without write access to cookies.txt (or the cache directory, for
that matter) with no ill effects.
