Help - Web Newspapers

Our local newspaper is now also published on the Web.  They plan to develop
an archive by the end of this year but they don't plan to provide any
indexing.

Our library currently keeps a microfiche archive of the paper.   We also
manually index the paper.

I would like to find a way to piggyback on the newspaper's new Web efforts.
Assuming we could get copies of their archive files, does anyone have any
ideas on how we could index ( keyword and/or concept) these files without
doing it manually?  Has anyone done this or a similar project?  Any thoughts
would be appreciated.
