On Win95 machines, I use the control panel tweakUI (one of those free
Microsoft accessories you can download) to hide every drive except a: in
My Computer, which also hides them in Netscape's "drives" pull down menu
when saving.

On Win 3.11, I can't limit to a:, but I do change Netscape.ini (and write
protect it!) so that the default save dir=c:\temp, so that if they do
forget to select a:\, at least the downloaded file doesn't end up in the
netscape directory. Plus you can put a line in autoexec.bat to clear out
the temp directory each reboot. You could set netscape.ini's default save
dir=a:\, but it only works if the floppy is inserted, otherwise it
defaults to the Netscape directory.

Neither of these prevents someone from saving to the hard drive by typing
c:\blah.exe as the filename, but it does help steer them to the a: drive.

Hope that helps
