blocking telnet to selected IPs?

I have never seen anything like this.  The problem is that Netscape is NOT
the program making the connection; the telnet client is. All the browser
does is launch the helper application (in this case, telnet), and passes
the ip address or DNS name. I would think you would need a custom telnet
client to block access in this way. 

Please post any results you get to the list, as I am sure that this is
something that many, many people would like to know how to do.  (I know I
want to know!)
